Measuring Global Exports of Industrial Hemp Products: Insights from National Product Classifications
The incomplete coverage of hemp products in trade statistics poses a challenge to gaining a thorough understanding of existing industrial hemp markets including the valuation of global exports for each specific hemp product. In international trade statistics particularly in the UN COMTRADE database using the six-digit level of the Harmonized System (HS) classification only three hemp-related products are included. Other recognized hemp products such as hemp seeds lack dedicated six-digit HS codes. This implies that a substantial portion of hemp product trade the extent of which is unknown remains unaccounted for in international product classifications. To obtain a more comprehensive understanding of the scale and composition of international trade in hemp products this study explored national sources of trade statistics in addition to the information provided by UN COMTRADE.

How Digital is Transforming the Lives of Young People in Small Island Developing States
For young people in SIDS digital tools and technologies are more than just tools; they are gateways to new horizons. These technologies are creating fresh opportunities opening doors to unconventional careers and redefining the way knowledge is acquired and shared. This is not a simple story however. Many young people in SIDS are excited by and actively engaging with the benefits of technology. They are starting new businesses exploring new opportunities learning new knowledge and skills and building global connections. But sustainable and accessible digital infrastructure does not reach all communities and population groups or even exist in some countries. Online harassment and cybercrime are mounting concerns. Further a significant proportion of young people do not think that they have the necessary skills to meaningfully participate in the digital economy compounding the complexities of high youth unemployment rates in a number of SIDS. Opportunities to enhance employability promote socioeconomic development improve education and transform communities lie at the centre of a digital transformation that leverages these tools and approaches. To maximize and sustain these benefits young people need skills access and support. This report based largely on insights provided by young people themselves highlights the wide-ranging potential of digital in offering: Advancement—providing knowledge communication and opportunities to support development and innovation in their countries and for themselves; Connectivity—creating new ways to connect with friends family and opportunities around the world which is particularly valued in the context of island living; Efficiency—increasing the speed and success of carrying out daily tasks on personal and professional levels.

They hamper conservation efforts damage ecosystems and contribute to undermining our planet’s capacity to mitigate climate change. They also infringe on the essential needs income opportunities and cultural rights of local communities and corrode governance and the rule of law. Global recognition of this damage has grown steadily and after two decades of concerted action there is some cause for optimism. There has been tangible success against trafficking of some iconic species while cross-border cooperation and criminalization of wildlife crime have both improved.

The years 2015 to 2022 were the eight warmest in the 173-year instrumental record. Concentrations of the three main greenhouse gases – carbon dioxide methane and nitrous oxide – reached record highs in 2021 the latest year for which consolidated global values are available (1984–2021). The annual increase in methane concentration from 2020 to 2021 was the highest on record. Real-time data from specific locations show that levels of the three greenhouse gases continued to increase in 2022. This report shows that once again greenhouse gas concentrations in the atmosphere continue to reach record levels – contributing to warming of the land and ocean melting of ice sheets and glaciers rising sea levels and warming and acidifying of oceans. There are major gaps in the weather and climate observing networks especially in the least developed countries (LDCs) and small island developing States (SIDS) which is an obstacle for climate baseline monitoring especially at regional and national scales and for the provision of early warning and adequate climate services. The United Nations Early Warnings for All Initiative spearheaded by WMO aims to fill the existing capacity gap to ensure that every person on Earth is covered by early warning services. Achieving this ambitious task requires sound observations and regular updates on key climate indicators as provided in this report.

State of the Climate in Latin America and the Caribbean 2023
The present WMO report is the fourth in an annual series starting with the year 2020. It summarizes the observed climate trends and high-impact events as well as associated socioeconomic impacts in Latin America and the Caribbean (LAC). Tropical cyclones heavy precipitation and flooding events extreme heat and severe droughts led to significant human and economic losses in the region throughout 2023. The second half of 2023 was particularly influenced globally by El Niño conditions which contributed to a record warm year and exacerbated extreme events in the region. This happened on top of well-established long-term climate change and the associated rising frequency and intensity of extreme weather and climate events. The report highlights the advances made in integrating meteorological data into health surveillance (focusing on disease) reflecting a move towards stronger public health strategies. Despite this improvement there is still a need for substantial developments and investments in weather services infrastructure and tailored climate services.
