Cash Transfers - Past, Present and Future
Fecha de la publicación: diciembre 2021Más MenosSince 2009, the Transfer Project has generated rigorous evidence on the impacts of cash transfers in sub-Saharan Africa and has supported their expansion. The Transfer Project is a collaborative network comprising UNICEF (Innocenti, Regional and Country Offices), Food and Agriculture Organization of the United Nations, the University of North Carolina at Chapel Hill, national governments and researchers. It aims to “provide evidence on the effectiveness of cash transfer programmes, inform the development and design of cash transfer policy and programmes, and promote learning across SSA on the design and implementation of research and evaluations on cash transfers”. This brief summarizes the current evidence and lessons learned from the Transfer Project after more than a decade of research. It also introduces new frontiers of research.

Let Us Continue Learning
Fecha de la publicación: agosto 2021Más MenosMalagasy adolescents face severe challenges in accessing and completing basic education. Among those students who complete the primary cycle, one in four does not transition into lower secondary school. Economic constraints among vulnerable households coupled with low-quality education result in widespread dropout and poor learning outcomes. Acknowledging these multidimensional barriers, UNICEF Madagascar leveraged funds from the Let us Learn (LUL) programme to implement a two-pronged strategy to support Malagasy children in accessing and continuing lower secondary school. The Catch-up Classes provide out-of-school adolescents with a learning pathway to build the foundational literacy and numeracy skills they need to resume studying in formal school. Conditional cash transfers target families with children who are at risk of abandoning school after completing the primary cycle. This brief builds on programme monitoring data, impact evaluations and qualitative insights from the field to highlight lessons learnt and actionable recommendations for accessing and continuing vulnerable children’s secondary education.

It’s Not Too Late to Act on Early Learning
Fecha de la publicación: agosto 2021Más MenosThis paper presents a new estimate that pre-primary school closures in 2020 may cost today’s young children US$1.6 trillion in lost earnings over their lifetimes. Children in middle-income countries will be most greatly affected. However, most low- and middle- income countries are leaving pre-primary education out of their responses to COVID-19. This paper also draws lessons from evaluations of accelerated, bridging and remedial programmes on how introducing or expanding these transition programmes in the early years can mitigate the long-term impact on learning from pre-primary school closures.

Continuing Learning for the Most Vulnerable During COVID-19

In mid-April 2020, 192 countries had closed their schools, putting 9 out of 10 enrolled children out of school. These closures disproportionately affected marginalized children, worsening existing inequities across education systems worldwide. This brief draws on the experience of five UNICEF education country programmes supported by the Let Us Learn (LUL) initiative, to document tangible lessons in adapting education programmes to support the most marginalized children during school and learning centre closures. The evidence in this brief stems from a series of semi-structured interviews with Education and Child Protection specialists, as well as a document review of available COVID-19 response studies, in the five LUL-supported UNICEF Country Offices.

Ujana Salama: Cash Plus Model on Youth Well-Being and Safe, Healthy Transitions – Midline Findings
Fecha de la publicación: julio 2021Más MenosThis brief provides midline findings from the impact evaluation of a cash plus model targeting youth in households receiving the United Republic of Tanzania’s Productive Social Safety Net (PSSN). Implemented by the Tanzania Social Action Fund (TASAF), with technical assistance of the Tanzania Commission for AIDS (TACAIDS) and UNICEF Tanzania, the programme aims to improve livelihood opportunities and facilitate a safe transition to adulthood. The 'plus' component included training on livelihoods and sexual and reproductive health (SRH)-HIV, mentoring and productive grants, as well as linkages to youth-friendly health services. The impact evaluation is a longitudinal, mixed methods study. The midline analysis was conducted immediately after training (before mentoring, disbursement of productive grants and health facility strengthening).

Ujana Salama: Cash Plus Model on Youth Well-being and Safe, Healthy Transitions – Round 3 Findings
Fecha de la publicación: julio 2021Más Menos“Ujana Salama” (‘Safe Youth’ in Swahili) is a cash plus programme targeting adolescents in households receiving the United Republic of Tanzania’s Productive Social Safety Net (PSSN). Implemented by the Tanzania Social Action Fund (TASAF), with technical assistance of the Tanzania Commission for AIDS (TACAIDS) and UNICEF Tanzania, the ‘plus’ component includes in-person training, mentoring, grants and health services. The impact evaluation studies the differential impact of the integrated programme (cash plus intervention targeting adolescents) with respect to the PSSN only. It is a mixed methods study, including baseline (2017), Round 2 (2018), Round 3 (2019) and Round 4 (2021) surveys. This brief summarizes findings from the Round 3 survey, which was conducted one year after the training, three months after the mentorship period, and one to two months after grant disbursement.

Child Marriage and Ethiopia’s Productive Safety Net Program
Fecha de la publicación: julio 2021Más MenosEmerging evidence suggests that social protection programmes can have a positive role in delaying marriage for girls. But the pathways and design features by which programmes may influence child marriage outcomes remain unknown. This mixed-methods study explores whether and how the Productive Safety Net Program (PSNP) in Ethiopia, given its national reach and potential to address poverty, can also affect child marriage practice. It draws on descriptive quantitative and qualitative data from an ongoing impact evaluation of the Integrated Safety Net Program (ISNP) pilot in the Amhara region. It finds that PSNP, through an economic channel, is effective in reducing financial pressures on families to marry off girls and in improving girls’ education opportunities. Income-strengthening measures must, however, be accompanied by complementary efforts – including girls’ empowerment, awareness-raising and legal measures – to transform deep-rooted social and gender norms and attitudes that perpetuate the harmful practice of child marriage.
