Financing a Sustainable Transition: Investment for Growth and Climate Change Action
The 2023 edition of the Economic Survey of Latin America and the Caribbean the seventy-fifth issue outlines the region’s economic performance in 2022 and analyses trends in the early months of 2023 as well as the outlook for growth for the year and for 2024. It highlights the external and domestic factors that have influenced the region’s economic performance and how these factors will affect economic growth in the coming years. Part II of this edition analyses the macroeconomic repercussions of climate change on the economies of Latin America and the Caribbean and the potential financial mechanisms for facilitating the investment needed to make economies resilient and drive dynamic sustained and sustainable growth. The estimations presented in chapter II suggest that owing to the intensification of climate shocks by 2050 the gross domestic product (GDP) of six countries of the region that are highly exposed to climate change risks could be between 9% and 12% lower than under a business-as-usual growth scenario. Fully offsetting these economic losses would require an exceptionally large additional investment effort of between 5.3% of GDP and 10.9% of GDP per year. In view of the magnitude of this investment effort chapter III posits the need for a framework with multiple sources of financing to ensure greater mobilization of domestic and external resources. Chapter IV explores the role that central banks and financial supervisors can play in addressing climate risks and strengthening sustainable financing and investment. The report also notes that decisive action is needed to align the requisite financial flows with national climate goals by expanding the financing mechanisms available for financial intermediation adjusting the management of central banks’ asset portfolios to make them sustainable and supporting initiatives that foster the development of sustainable capital markets.

This edition also presents some of the main challenges the region faces in investing for sustainable and inclusive economic growth. It analyses the trends in total investment over the last 70 years and highlights the profound change brought about by the 1980s debt crisis with a slowdown in investment from the 1990s onwards.

The 2017 edition of the Economic Survey of Latin America and the Caribbean has three parts. Part I outlines the region’s economic performance in 2016 and analyses trends in the early months of 2017 as well as the outlook for the rest of the year. It examines external and domestic factors that have influenced the region’s economic performance and draws attention to macroeconomic policy challenges. Part II analyses the characteristics of the current economic cycle in the region (2009-2016) and contrasts it with the two preceding cycles (1990-2001 and 2002-2008). It also identifies and attempts to explain some of the determinants of the cycle and outlines possible strategies for regaining growth. Part III contains notes relating to the economic performance of countries of the region.

Published since 1948 This is the sixty-eighth edition of the Economic Survey of Latin America and the Caribbean which corresponds to the year 2016 consists of three parts. Part I outlines the region’s economic performance in 2015 and analyses trends in the first half of 2016 as well as the outlook for the rest of the year. It examines the external and internal factors influencing the region’s economic performance and highlights some of the macroeconomic policy challenges that have arisen in an external context of weak growth and high levels of uncertainty. Part II analyses the challenges that the countries of Latin America and the Caribbean face at the domestic and international levels in mobilizing financing for development. On the domestic front slower growth and tighter fiscal restrictions pose significant challenges for the mobilization of resources. Externally the classification of many of the region’s countries in the middle-income category limits their access to concessional external financing or international support. Part III of this publication contains the notes relating to the economic performance of the countries of Latin America and the Caribbean in 2015 and the first half of 2016 together with their respective statistical annexes. The cut-off date for updating the statistical information in this publication was 30 June 2016.

This publication is issued annually by the Economic Development Division of the Economic Commission for Latin America and the Caribbean (ECLAC). This sixty-third edition of the Economic Survey looks at the nature of the recovery from the financial global and economic crisis whose fallout spread across the region in the second half of 2008 and in 2009. It also delves into the challenges posed by highly liquid conditions in international financial markets combined with high prices for the region’s key commodities. Finally it analyzes the situation in the countries of Latin America and the Caribbean during 2010 into the first part of 2011.

This publication comes at a critical point in the economic development of the Latin American and Caribbean region. A growth phase that the region's recent history cannot equal in nature and duration has come to an end and output is contracting. The first part of this edition looks at the channels through which the crisis is affecting the economies of the region and its impact on variables such as economic growth employment and external-sector indicators. It also discusses the strengths and weaknesses of the countries and concludes with a discussion of the outlook for the second half of the year. The Distributive Impact of Public Policies
In 2009 the countries of Latin America and the Caribbean experienced the brunt of the global financial crisis on their levels of activity. However since the second half of the that year most countries in the region just begun a vigorous recovery that should strengthen with a regional GDP expansion of approximately 5.2 per cent. The factors behind a more positive performance are both external and internal in nature. Amongst the former can be included the continued dynamism of some key Asian economies whose sustained demand for products from this region has created important conditions for a recovery in exports especially in the case of South America.
