Report on the World Social Situation
The Report on the World Social Situation (RWSS) is prepared on a biennial basis by the Division for Social Policy and Development of the Department of Economic and Social Affairs (DESA). Over the years, the Report has served as a background document for discussion and policy analysis of socio-economic matters at the intergovernmental level, and has aimed at contributing to the identification of emerging social trends of international concern and to the analysis of relationships among major development issues which have both international and national dimensions.

The Report on the World Social Situation 2018
Promoting Inclusion Through Social Protection
This report discusses the contribution of social protection to social inclusion focusing in particular on the extent to which such groups are effectively covered by existing social protection measures. An overall assessment of the impact of social protection on the reduction of poverty and inequality frames the report’s analysis. The report focuses on six social groups: children youth older persons persons with disabilities ethnic minorities and indigenous peoples and international migrants. It considers how gender and socioeconomic status intersect with other group attributes and affect the barriers some groups face. The 2030 Agenda draws attention to these bases of disadvantage when it emphasizes that all should be included “irrespective of age sex disability race ethnicity origin religion or economic or other status”. The Addis Ababa Action Agenda also commits to providing appropriate social protection to all including the vulnerable persons with disabilities indigenous persons children youth and older persons. Each of these groups is at high risk of poverty and exclusion and barriers to their rights. The report assesses the contribution of social protection measures to enhancing opportunities and promoting respect for the rights of the five groups selected.

Leaving no one Behind: The Imperative of Inclusive Development
In adopting the 2030 Agenda for Sustainable Development world leaders committed themselves to leaving no one behind in pursuit of the eradication of extreme poverty and protection of the planet. Through concerted efforts galvanized by the MDGs the world has made progress in reducing poverty but social exclusion persists in both developed and developing countries. At the same time some countries have been able to effectively promote inclusion even at low levels of income and development. This volume of the RWSS will focus on social inclusion. In particular it will examine patterns of social exclusion and will assess whether growth and development processes have been inclusive paying particular attention to the links between poverty and inequality trends changes in the world of work and inclusion – or exclusion. The report will also highlight policy options to promote inclusive development through social and macroeconomic policies and institutional transformation for the implementation of the 2030 Agenda.

The Global Social Crisis
This report explores the social impact of the great recession and warns of the possibility of continuing global social crisis in the face of increasing fiscal consolidation and austerity measures which threaten the sustainability of a recovery. The effects of the financial and economic crisis on social progress have been sharp widespread and deep. Given the fragility of the economic recovery and uneven progress in major economies social conditions are expected to recover slowly. Increased poverty hunger and unemployment due to the crisis will continue to affect billions of people in many developed and developing countries for years to come. Austerity measures in response to high government debt in some advanced economies are not only threatening public sector employment and social expenditure but are also making the recovery more uncertain and fragile.

Rethinking Poverty
The 2010 issue of the Report on the World Social Situation focuses on the challenge of achieving poverty reduction. The Millennium Development Goals seek to halve by 2015 the level of extreme poverty that existed since 1990. The Report begins with an overview of global regional and selected country poverty trends over the period 1981-2005 critically examines the conventional policy framework and popular poverty reduction programmes argues that a commitment to eradicating poverty and to enhancing equity and social integration requires consistent actions directed towards sustainable economic growth productive employment creation and social development entailing an integrated approach to economic and social policies for the benefit of all citizens. It recommends consideration of the policy approaches that have dominated the disclosure on growth and poverty thus far.

The Employment Imperative
The 2007 issue of the Report on the World Social Situation focuses on the key role of productive employment and decent work in reducing poverty and promoting social development. It surveys the global trends in employment and work as well as the socio-economic context within which the world of work has evolved in the last two decades. It recommends that policies and strategies to promote full employment and decent work take into account demographic and social changes. The Report emphasizes that political reforms and legal provisions are necessary to prevent discrimination in the workplace and in society in order to promote productive employment. The Report points to the need to ensure universality of some form of social protection coverage in view of the fact that more and more workers are in employment situations that are casual informal and out of standard collective contracts by choice or by necessity.

The Inequality Predicament
The 2005 Report on the World Social Situation focuses on the international aspects of inequality. As emphasized by the ten-year review of the implementation of the Copenhagen Declaration and Programme of Action there has been uneven progress in many areas of social development with important regression in others. The main assumption of this report is that issues of equity and inequality have acquired such importance nowadays that it renders a difficult task to strengthen the development agenda without first addressing the segmentation of society that among other reasons rising levels of inequality have produced.

The Report on the World Social Situation 2003 examines the issue of social vulnerability. It identifies the sources of social vulnerabilities and explores strategies to reduce them within selected social groups. This year’s Report attempts to increase its relevance by putting forward explicit policy recommendations.

The Report offers new insights into the nature and magnitude of the pressing social problems and the national and international policies required to address them. It examines the core social issues of poverty alleviation productive employment and social integration covering concepts and quantitative indicators as well as policies and strategies.
