Railways Role in Intermodality and the Digitalization of Transport Documents
The present report concerns intermodal transport with a particular focus on the role of railways and of transport documents computerization towards the development of sustainable intermodal transport and the implementation of the sustainable development goals. It takes advantage of the workshop on Railways intermodal transport and the computerization of transport documents held in Geneva on 23 November 2017 during the 60th session of the Working Party on Intermodal Transport and Logistics (WP.24). Therefore several case studies and good practices are included and analysed as well as concrete conclusions and recommendations are proposed.
SafeFITS - Safe Future Inland Transport Systems
This report presents the results of the project Safe Future Inland Transport Systems (SafeFITS) which aims to develop a robust road safety decision-making tool to support the most appropriate road safety policies and measures to achieve tangible results. Road accidents constitute a major social problem in modern societies accounting for more than 1 million accidents per year in EU-28 (2900 per day) resulting in 1.4 million injuries and 26000 fatalities (70 per day) (WHO 2015). Road traffic injuries are estimated to be the eighth leading cause of death globally and more than half of the people killed in traffic accidents are young adults aged between 15 and 44 years. In low-income and middle-income countries the rates of road traffic injuries are twice those in high-income countries and still increasing. This can be partly attributed to rapid motorization in many developing countries without any investment being made in road safety. Current trends suggest that unless action is taken traffic injuries will become the fifth leading cause of death by 2030 with the disparity between high-income and low-income countries further increased.

The Globally Harmonized System of Classification and Labelling of Chemicals (GHS) addresses classification and labelling of chemicals by types of hazards and provides the basis for worldwide harmonization of rules and regulations used to this end in various sectors (transport agriculture workplace safety consumer protection and environment protection). It aims at enhancing the protection of human health and the environment during the handling transport and use of these chemicals by ensuring that the information about their physical chemical and environmental hazards is available. The fourth revised edition includes new hazard categories for chemically unstable gases and non-flammable aerosols as well as miscellaneous changes to further clarify some of the criteria and to improve the rationalisation of the precautionary statements.
Road Safety Performance Review - Georgia
From Reforming to Performing
Road safety is an important sustainable development goal yet relatively underappreciated and greatly underfunded. Every year more than 1.2 million people are killed globally while another 50 million are injured as a consequence of road traffic accidents. Approximately 90% of all road accidents now happen in low- and middle-income countries. Recognizing the need to support member States in urgently and effectively addressing road safety challenges three of the United Nations regional commissions initiated the project: “Strengthening the national road safety management capacities of selected developing countries and countries with economies in transition”. The project aimed to assist four countries to enhance their national road safety management capacities and to effectively address and improve their national road safety records. The project was implemented in Albania Dominican Republic Georgia and Viet Nam. The Road Safety Performance Reviews assessed the current road safety situation helped the Governments concerned to identify the most critical road safety issues and recommended actions to be taken. Based on the identified priority needs capacity-building seminars and workshops for national road safety stakeholders were organized. Additionally the project raised public awareness on road safety issues and sensitized national experts as well as the public and non-governmental sectors to the need to set ambitious road safety targets and implement specific measures to improve road safety.

The recommendations establish a Pan-European regime of technical requirements for inland navigation vessels that transport goods and passengers internationally. They are the result of Government efforts to unify divergent regulations in force in different intergovernmental organizations and ECE member countries. The recommendations are intended to facilitate the recognition of ship’s certificates thus eliminating the need for more than one inspection of vessels engaged in international transport by inland waterways. They also contain strict regulations on limitation of air and water pollution and on the abatement of noise the internationally agreed standards for minimum manning requirements and the working and rest hours of crews.

Sustainable Freight Transport
Within the transport sector in Asia and the Pacific freight and logistics account for a significant portion of total energy use – in many countries upward of 40% – and a correspondingly large share of CO2 emissions. Furthermore on account of economic development and population growth the region is expected to face substantial increases in trade shares and thus freight volumes. Accordingly some estimates suggest that in Asia ton-kilometres from surface freight will increase by 261% from 2015 to 2050 accounting for over two-thirds of all surface freight globally. Against this background the Review provides a data-supported overview and insight for policy makers towards accomplishing seamless intermodal freight transport connectivity across key economic social and environmental dimensions.
