Transforming Extractive Industries for Sustainable Development

Extractive industries have immense potential to drive growth support sustainable development and reduce poverty in developing countries. Yet the actual contribution of extractive industries to sustainable development in countries rich in raw materials has often been mired by financial economic governance social and environmental concerns. The COVID-19 (coronavirus) pandemic has caused an extraordinary socioeconomic worldwide crisis resulting a contraction of world GDP and the first increase in extreme poverty since 1998. The purpose of this policy brief is to capitalize on the opportunity provided by COVID-19 to build back better by identifying concrete recommendations for transforming the extractives sector into an engine for sustainable development which can support a just transition to a netzero circular and inclusive global economy.
Curbing Illicit Financial Flows to Finance Sustainable Development in Africa

Curbing illicit financial flows (IFFs) can help African countries mobilize capital to finance the achievement of the Sustainable Development Goals and other national priorities. IFFs contribute to US$88.6 billion of capital flight per year from Africa. Reducing these outflows can increase the stock of capital available for businesses to build productive capacity and create jobs. Increased tax revenues can provide governments additional fiscal space to for example invest in infrastructure spend on poverty reduction programmes or assist citizens during emergencies such as the 2020 coronavirus (COVID-19) pandemic. This policy brief examines IFFs in Africa including how they contribute to capital flight and tax evasion. We then recommend specific actions governments can take to curb IFFs and use the proceeds to finance sustainable development.

The COVID-19 pandemic is the most serious global public health and socioeconomic crisis the world has faced in the past century exacerbating pre-existing and systemic inequalities and threatening the long-term livelihoods and well-being of hundreds of millions if not billions of people. Recovery trends between advanced and developing economies are deeply uneven spurred by vast differences in access to vaccines the fiscal capacity and ability of governments to respond supply chain failures a growing digital divide the impacts of the growing complexity of conflict and displacement and the threat of a looming debt crisis. This two-track recovery is now creating a great divergence which if not corrected will undermine trust and solidarity and fuel conflict and forced migration and make the world more vulnerable to future crises including climate change.

The challenges that we face can be addressed only through stronger international cooperation. The Summit of the Future in 2024 is an opportunity to agree on multilateral solutions for a better tomorrow strengthening global governance for both present and future generations. The present policy brief contains suggestions for practical steps to fulfil our long-standing commitment to meet the demands of the present in a way that safeguards the interests of future generations and preserves their ability to effectively enjoy all human rights. These include: an envoy to serve as a voice for future generations at the global level; better use of foresight science and data; a declaration to define and make concrete our duties to future generations; and a dedicated intergovernmental forum to advance implementation of the declaration and share best practices. These suggestions build on Our Common Agenda and subsequent intergovernmental and multi-stakeholder consultations reflected in the “Elements paper for the declaration for future generations” prepared by the Permanent Missions of Fiji and the Netherlands to the United Nations. The brief responds to the questions raised by Member States during the consultations including how to define future generations how to balance our commitment to them with our duties to present generations how the proposals advance our existing goals for sustainable development gender and human rights and what outcomes are recommended for the Summit of the Future on this issue. This is the first of the Summit of the Future Policy Briefs.
Meaningful Youth Engagement in Policymaking and Decision-making Processes

The challenges that we face can be addressed only through stronger international cooperation. The Summit of the Future in 2024 is an opportunity to agree on multilateral solutions for a better tomorrow strengthening global governance for both present and future generations. The world today has the knowledge and resources required to deliver on the promise of the 2030 Agenda for Sustainable Development. But transformative changes will simply not be possible at the scale required without the buy-in and contributions of a wide range of actors. This is especially true of the 1.2 billion young people alive today. Building on Our Common Agenda and intergovernmental and extensive multi-stakeholder consultations including with youth three key recommendations are put forward in the present brief. It is recommended that Member States expand and strengthen youth participation in decision-making at all levels; make meaningful youth engagement a requirement in all United Nations decision-making processes; and support the establishment of a standing United Nations Youth Townhall and an integrated programme from the United Nations system to facilitate greater diversity representativeness and preparedness in youth participation. This is the third of the Summit of the Future Policy Briefs.
Strengthening the International Response to Complex Global Shocks – An Emergency Platform

The challenges that we face can be addressed only through stronger international cooperation. The Summit of the Future in 2024 is an opportunity to agree on multilateral solutions for a better tomorrow strengthening global governance for both present and future generations. The present policy brief aims to elaborate on the proposal on the Emergency Platform to respond to complex global shocks incorporating feedback received from Member States and other relevant partners. The Emergency Platform would not be a standing body or entity but a set of protocols that could be activated when needed. The brief outlines some of the characteristics of global shocks in the twenty-first century and some of the risks we could face in the future. It highlights how such shocks have the potential to undermine progress to achieving the Sustainable Development Goals and 2030 Agenda as well as human rights and gender equality. It reflects on lessons from the response to recent complex global shocks and sets out proposals to strengthen the international response to a complex global shock through the convening of an Emergency Platform. Finally it offers recommendations on how these proposals could be taken forward in the Pact for the Future. This is the second of the Summit of the Future Policy Briefs.

In the 2030 Agenda for Sustainable Development and Our Common Agenda it is recognized that a harmful anachronism exists at the heart of global policymaking which is that our economic models and measurements overlook many aspects that sustain life and contribute to human well-being while perversely placing disproportionate value on activities that deplete the planet. The intention of the proposals presented in the present policy brief is not to replace gross domestic product but to outline a path to develop complementary metrics in which what matters to people the planet and the future is more fully recognized. This is the fourth of the Summit of the Future Policy Briefs.
Strengthening Disaster Risk Reduction and Resilience for Climate Action through Risk-informed Governance

Governments that consider risk in policymaking and successfully integrate risk management into their governance frameworks and development have a better record of DRR and resilience building. Climate change is already changing the frequency and intensity of natural hazards as well as increasing the vulnerabilities of countries in special situations including Small Island Developing States (SIDS). Ensuring risk-informed governance for climate action requires citizen-centric approach through the whole-of-society and whole-of-government approaches including the leverage of government innovation and frontier technologies for DRR and resilience. Emerging trends globally show that there is a stark upsurge in the number of disasters in this century compared to the previous one. Over the past two decades climate-related disasters have nearly doubled compared to the preceding twenty years affecting more than 4 billion people.
Promoting Non-discrimination in Public Administration: Some Entry Points

Discrimination or unjust differential treatment on the basis of for example sex race or ethnicity age income or wealth disability caste sexual orientation religion or migrant status causes harm and drives exclusion in social economic political and cultural life. Where it occurs in the delivery of public services it further undermines public trust and confidence in public institutions. In recent years growing evidence of discrimination has brought the issue to the forefront of many societies and provoked both individual and collective reflection. Although the principles of equality and non-discrimination are widely entrenched discrimination affects public administration as it does society in general. There is no comparable data across countries that fully sheds light on the level and extent of discrimination by public administration. This may be due to factors such as the difficulties of measuring discrimination under-reporting of incidents of discrimination and the limited public availability of such reporting and how broadly non-discrimination is approached (for instance which groups are protected and to what extent). A limited amount of information is available for some countries and country groupings (mainly developed countries) and some social groups.

يمتلك العالم اليوم المعارف والموارد اللازمة للوفاء بالوعد المقطوع في خطة التنمية المستدامة لعام 2030 . ولكن المؤكد أن التغييرات التحويلية التي يتعين إجراؤها بالحجم المطلوب لن تتحقق دون انخراط طائفة عريضة من الجهات الفاعلة ومساهمتها فيها. وهذا أمر ينطبق بشكل خاص على الشباب الذين يناهز عددهم 12 بليون نسمة في الوقت الراهن. فالشباب عنصر أساسي لإيجاد حلول جديدة تكون كفيلة بتحقيق الطفرات النوعية التي يحتاج إليها عالمنا عاجلا. وباعتبارهم أوصياء هذا الكوكب في المستقبل، فإنهم سيكونون أيضا الأشد خسارة إن أصبحت المجتمعات أقل أمنا ومساواة واستمرت أزمة الكوكب الثلاثية استمرارا لا هوادة فيه. وقد غدا الشباب في السنوات الأخيرة قوة تدفع عجلة التغيير المجتمعي من خلال التعبئة الاجتماعية، كالضغط من أجل العمل المناخي، والسعي إلى تحقيق العدالة العرقية وتعزيز المساواة بين الجنسين والمطالبة بالكرامة للجميع. وثمة أيضا أمثلة لا حصر لها من الشباب الذين يحملون لواء التغيير المبتكر في مجموعة من الميادين مثل الأعمال التجارية والتكنولوجيا والعلوم.

В настоящей записке предлагается разработать Глобальный цифровой договор где излагались бы принципы задачи и действия по продвижению к открытому свободному и защищенному цифровому будущему — будущему в котором во главу угла поставлены люди которое зиждется на универсальных правах человека и которое позволяет достичь целей в области устойчивого развития. В записке обозначены области в которых остро ощу-щается потребность в многостороннем цифровом сотрудничестве. В ней также поясняется как задавая инклюзивный глобальный рамочный механизм Глобальный цифровой договор может помочь с реализацией обязательства которое содержится в Декларации о праздновании семьдесят пятой годовщины Организации Объединенных Наций (резолюция 75/1 Генеральной Ассамблеи) и предусматривает «формирование общего видения цифрового сотрудничества». Такой механизм принципиально важен для многосторонних действий которых требует преодоление циф-рового даталогического и инновационного разрывов и для достижения такого порядка управления который требуется для устойчивого цифрового будущего.

Dans le Programme de développement durable à l’horizon 2030 et dans Notre Programme commun nous faisons le constat qu’il y a au coeur de l’élaboration des politiques publiques à l’échelle mondiale un anachronisme néfaste : nos modèles et mesures économiques égligent de nombreux aspects qui permettent de préserver la vie et contribuent au bien-être de l’être humain alors qu’elles accordent perversement une valeur disproportionnée aux activités qui appauvrissent la planète. Les propositions présentées dans ce document ne visent pas le remplacement du produit intérieur brut. Elles ont plutôt pour objet d’esquisser une voie en vue de l’élaboration d’indicateurs complémentaires qui donnent davantage de place à ce qui est important pour les personnes la planète et l’avenir.
Un Pacto Digital Global – un futuro digital abierto, libre y seguro para todas las personas

Este informe propone el desarrollo de un Pacto Digital Global que establezca principios objeti¬vos y acciones para promover un futuro digital abierto libre seguro y centrado en el ser humano anclado en los derechos humanos universales y que permita alcanzar los Objetivos de Desarrollo Sostenible. En él se describen las áreas en las que la necesidad de una cooperación digital multilateral es urgente y se expone cómo un Pacto Digital Global puede contribuir a hacer realidad el compromiso expresado en la declaración sobre la conmemoración del 75º aniversario de las Naciones Unidas (resolución 75/1 de la Asamblea General) de “forjar una concepción común de la cooperación digital” proporcionando un marco global inclusivo. Este marco es esencial para la acción multipartita necesaria para superar las brechas digital de datos y de innovación así como lograr la gobernanza necesaria para un futuro digital sostenible.

En el presente informe de políticas se incluyen sugerencias de medidas prácticas para cumplir el compromiso que contrajimos hace tiempo de satisfacer las demandas del presente de forma que se salvaguarden los intereses de las generaciones futuras y se preserve su capacidad de disfrutar efectivamente de todos los derechos humanos. Entre ellas están: un enviado que sea la voz a nivel global de las generaciones futuras; un mejor uso de la previsión la ciencia y los datos; una declaración para definir y concretar nuestros deberes para con las generaciones futuras; y un foro intergubernamental específico para avanzar en la aplicación de la declaración y compartir las mejores prácticas. Estas sugerencias se basan en el informe “Nuestra Agenda Común” y en posteriores consultas intergubernamentales y con múltiples partes interesadas reflejadas en el documento sobre los elementos de una declaración para las generaciones futuras elaborado por las Misiones Permanentes ante las Naciones Unidas de Fiji y los Países Bajos. El presente informe responde a las cuestiones planteadas por los Estados Miembros durante las consultas entre ellas cómo definir el término generaciones futuras cómo equilibrar nuestro compromiso con ellas con nuestros deberes para con las generaciones presentes cómo hacen avanzar las propuestas nuestros objetivos actuales de desarrollo sostenible género y derechos humanos y qué resultados se recomiendan para la Cumbre del Futuro sobre esta cuestión.

En la Agenda 2030 para el Desarrollo Sostenible y “Nuestra Agenda Común” se reconoce la existencia de un anacronismo perjudicial en el corazón de la formulación de políticas mundiales que nuestros modelos y mediciones económicas pasan por alto muchos aspectos que sostienen la vida y contribuyen al bienestar humano mientras que otorgan un valor perversamente desproporcionado a las actividades que agotan el planeta. La intención de las propuestas presentadas en este informe de políticas no es sustituir al producto interno bruto (PIB) sino describir a grandes rasgos un camino hacia parámetros complementarios que se centren de forma más integral en lo que importa a las personas al planeta y al futuro.
