Abstract
The question of whether cultural heritage should be a public or a private matter has been debated before, and the decisions taken on this issue vary according to the State. But one thing is clear: the private sector can play a vital role in protecting underwater cultural heritage and in making it more accessible, even when it is publicly owned.
